Short answer. CIMSPA, the professional development body for sport and physical activity, says the agreed industry prerequisite to become a personal trainer is a CIMSPA endorsed qualification that meets its Personal Trainer professional standard (CIMSPA). It gives a Level 3 Diploma in Fitness Instructing and Personal Training as an example (CIMSPA). The National Careers Service says it is usual to also hold a first aid certificate that includes CPR (National Careers Service).

Level 2: gym instructor

CIMSPA describes the gym instructor's role as to "engage, facilitate, educate and support clients in the gym environment" (CIMSPA). Its gym instructor standard includes pre-exercise screening and knowing when to refer someone on (CIMSPA). Level 2 is the same level as GCSE grades 9 to 4 (GOV.UK).

On 27 October 2026, Ofqual's register listed Level 2 Certificates in Gym Instructing from awarding organisations including YMCA Awards, NCFE and 1st4sport as available to learners (Ofqual).

Level 3: personal trainer

CIMSPA's standard says a personal trainer coaches clients one to one and in small groups through personalised exercise programmes, nutritional advice and lifestyle management. They should know when to refer clients to professionals such as a physiotherapist or registered dietitian, and can be self employed once qualified (CIMSPA). Level 3 is the same level as A level (GOV.UK).

Ofqual's register listed Level 3 personal training qualifications such as the Active IQ Level 3 Diploma in Gym Instructing and Personal Training, the NCFE Level 3 Diploma in Personal Training and the YMCA Level 3 Diploma in Personal Training (Practitioner) in Indoor and Outdoor Environments (Ofqual). Some combine gym instructing and personal training, so check what a course includes.

Ways to qualify

The National Careers Service lists a college course, a Personal Trainer Level 3 Advanced Apprenticeship, or specialist courses from private training providers. It also says you can apply to become a personal trainer if you have qualifications and experience as a gym instructor (National Careers Service).

How to check a qualification

  1. Is it regulated? Ofqual regulates qualifications, exams and assessments in England and is responsible for making sure regulated qualifications reliably show what learners have achieved (Ofqual). Search its Find a regulated qualification service by title and level.
  2. Is it CIMSPA endorsed? Qualifications that meet CIMSPA's standard display its endorsement logo (CIMSPA), and CIMSPA lists endorsed personal trainer qualifications in its training directory (CIMSPA). To be endorsed, training must be aligned with the sector's employer led professional standards (CIMSPA).

CIMSPA and its professional standards

CIMSPA calls itself the professional development body for the UK's sport and physical activity sector, and it is a registered charity (CIMSPA). Qualified PTs can apply for Personal Trainer Practitioner status and use the letters MCIMSPA. You evidence the standard's competency statements, for example with a qualification certificate from an awarding organisation, and status confirms you meet CIMSPA's professional standards, CPD requirements and code of conduct (CIMSPA).

The government's Regulated Professions Register lists CIMSPA membership with no reserved activities: "restrictions apply to use of title only", such as MCIMSPA. It says Practitioner members generally need a relevant occupational qualification from a recognised awarding organisation, plus evidence of CPD from the last five years if that certificate is more than five years old (Regulated Professions Register).

What happened to REPs?

The Register of Exercise Professionals (REPs) has changed over the years, so check dates on anything you read about it:

  • 2002. REPs says it was established in 2002 (REPs).
  • 2020. CIMSPA's 2020 to 2021 annual report says it agreed with UK Coaching to create a single directory for exercise and fitness professionals, and REPs members began moving into CIMSPA membership on 1 June 2020 (CIMSPA).
  • 2023. REPs says it was relaunched on 12 May 2023 as an independent public register, by a team of industry experts (REPs).

Today REPs describes itself as a professional membership organisation for exercise professionals, separate from CIMSPA. It says members must hold public liability insurance and complete 12 CPD points a year (REPs). If a gym or client asks whether you are "on REPs", check which register they mean.

CPD

CIMSPA members must complete 10 CPD points per membership subscription year, and at least 5 must be CIMSPA endorsed. Endorsed training mapped to a professional standard earns 1 point per hour (CIMSPA). REPs asks for 12 points a year (REPs). Keep your certificates in one place.

First aid

The National Careers Service says it is usual for a personal trainer to have a first aid certificate that includes CPR (National Careers Service). HSE says the Health and Safety (First-Aid) Regulations 1981 apply to the self employed, who must have adequate and appropriate first aid equipment for themselves at work. The regulations do not place a legal duty to provide first aid for non employees such as the public, but HSE strongly recommends including them in an assessment of first aid needs (HSE). Ask each gym or venue what it expects.

Insurance and background checks

CIMSPA calls insurance a crucial part of being self employed and names public liability and professional indemnity insurance as important (CIMSPA). Ask insurers which qualifications they accept for each activity: see our guide to personal trainer insurance in the UK. The National Careers Service also says you may need to pass enhanced background checks, as you may work with children and vulnerable adults (National Careers Service). GOV.UK says that someone hiring a self employed person to deliver services to them or their family cannot request a DBS check for them: the self employed person requests one for themselves, and the client checks the certificate. It also says people can only sometimes request an enhanced check for themselves, and that Scotland and Northern Ireland have different rules (GOV.UK). A basic DBS check shows unspent convictions and costs £20 for people working in England and Wales (GOV.UK).

Frequently asked questions

What qualifications do you need to be a personal trainer in the UK?

CIMSPA says the agreed industry prerequisite is a CIMSPA endorsed qualification that meets its Personal Trainer professional standard, such as a Level 3 Diploma in Fitness Instructing and Personal Training. The National Careers Service says it is usual to hold a first aid certificate that includes CPR. You will also need suitable insurance.

What is the difference between Level 2 and Level 3 fitness qualifications?

A Level 2 gym instructing qualification prepares you to support clients in a gym, and Level 2 is the same level as GCSE grades 9 to 4. A Level 3 personal training qualification covers personalised one to one and small group programmes, nutritional advice and lifestyle management, at the same level as A level.

Does REPs still exist?

Yes, in a new form. CIMSPA's 2020 to 2021 annual report says REPs members began moving into CIMSPA membership from 1 June 2020. REPs says it was relaunched on 12 May 2023 as an independent register. It is now separate from CIMSPA, with its own membership, insurance and CPD rules.

Do I need to register to work as a personal trainer?

The government's Regulated Professions Register lists CIMSPA membership with no reserved activities: only the use of its titles, such as MCIMSPA, is restricted. CIMSPA status shows you meet its standards. If you work for yourself, GOV.UK says you may need to report your income to HMRC, which you do by registering for Self Assessment.

Do personal trainers need a DBS check?

The National Careers Service says you may need to pass enhanced background checks, as you may work with children and vulnerable adults. If clients hire you directly, GOV.UK says they cannot request a DBS check for you, so you request your own. A basic check costs £20 in England and Wales. Scotland and Northern Ireland have their own schemes.

Do personal trainers need a first aid certificate?

The National Careers Service says it is usual for personal trainers to hold a first aid certificate that includes CPR. HSE says self employed people must have adequate first aid equipment for themselves at work, and strongly recommends including members of the public, such as your clients, in an assessment of first aid needs.
